Irish homeowners meet energy assessment in two different situations: when a house is sold or rented, and when it is upgraded with SEAI grant support. Both run on the same underlying calculation, but they are not the same product, and confusing them is the most common reason a retrofit application stalls. This guide sets out what each one is, what it produces, and how it connects to the money.
The BER: Ireland's domestic energy label
A Building Energy Rating (BER) is the mandatory energy label for a dwelling. It is required when a home is offered for sale or rent, and for new dwellings on completion. Key points:
- Rated on an A1 to G scale reflecting calculated primary energy use per square metre per year, with an associated CO₂ indicator;
- Valid for 10 years, provided the dwelling is not materially altered in the meantime;
- Must be produced by a SEAI-registered BER Assessor and published to the national register, where it is publicly searchable;
- Comes paired with an Advisory Report — the part most homeowners ignore, and the part that actually matters.
DEAP: the calculation behind the label
The rating is produced using DEAP (Dwelling Energy Assessment Procedure), Ireland's official domestic methodology. It is an asset rating, not a bill: DEAP models the dwelling under standardised occupancy, heating patterns and climate so that two houses can be compared fairly. That is why a BER often differs from what a household actually spends — a frugal occupant in a poor house can spend less than a comfortable one in a good house, but the fabric and systems are what get rated.
The assessment is evidence-driven. An assessor surveys and records dimensions and areas, construction build-ups and insulation, window and door specifications, the actual heating and hot-water systems and their controls, ventilation, and any renewables such as solar PV or solar thermal. Crucially, the real installed appliance must be entered — identified from the manufacturer's data or the national appliance database — rather than a generic default, and each input must be supported by documentary or photographic evidence.
The Advisory Report: the "audit" part
The Advisory Report accompanying every BER is the closest thing to a standard domestic energy audit in Ireland. It lists the dwelling's weakest elements and recommends improvements — insulation, heating and controls upgrades, renewables — in a structured order. For most homeowners it is the natural starting point: it is produced anyway, it costs nothing extra, and it identifies where the heat is actually being lost before anyone spends money fixing the wrong thing.
Home Energy Assessments and the grant routes
When the goal is a grant-supported upgrade rather than a sale, a deeper assessment comes into play. SEAI supports domestic retrofit through several routes, and the assessment requirement differs by route:
- Individual grants — for homeowners taking measures one at a time (attic and cavity-wall insulation, heat pumps, solar PV, heating controls). A post-works BER is generally required to confirm the outcome;
- One Stop Shop / whole-house upgrade — a registered provider manages the whole project, from assessment and design through installation to the final BER. This route requires a Home Energy Assessment and a pre-works BER, and typically targets a minimum B2 rating with the fabric prepared for a heat pump;
- Fully funded schemes for eligible households — free upgrades for homeowners meeting specific eligibility criteria (for example receipt of certain welfare payments), delivered and assessed through SEAI-appointed contractors.
The Home Energy Assessment goes further than a standard BER survey: it examines the dwelling as a system, sequences measures sensibly, and models the rating the proposed package will actually achieve — so the B2 target is demonstrated before the work starts rather than hoped for afterwards.
Why the B2 and heat-pump-ready target matters
The emphasis on reaching B2 with a fabric capable of supporting a heat pump is deliberate. Heat pumps deliver heat at lower flow temperatures than a gas or oil boiler, so they only perform economically in a dwelling whose heat demand has already been reduced. Insulating and sealing first, then electrifying the heat, is the sequence that produces both a good rating and low running costs. Doing it in the opposite order produces an expensive-to-run heat pump and a disappointed homeowner — the same "fabric first" logic that governs retrofit planning in commercial buildings.
Practical advice for homeowners
- Read the Advisory Report before you commission any work — it is free advice you have already paid for;
- Get the pre-works assessment done first if you intend to claim grant support. Work carried out before approval is generally not eligible retrospectively;
- Keep your evidence — product datasheets, installer certificates, invoices and photographs taken before the insulation is covered up. Missing evidence forces the assessor to apply conservative defaults, which costs you rating points;
- Do the fabric before the heat source, unless the existing system has failed outright;
- Update the BER after the works — an unimproved certificate on the public register undersells the house at sale.
The takeaway
In Ireland the BER is the label, DEAP is the calculation, and the Advisory Report is the audit most homeowners already own without realising it. For a grant-supported upgrade, the deeper Home Energy Assessment is what proves the B2 target is reachable and keeps the funding on track.
